1. Work place has to b created in the areas where
people are living and not in metropolitan areas where people tend to migrate.
2. These work place must be, on average, cheap
enough so that they can be created large numbers without calling for
unattainable level of capital formation and imports.
3. The production methods employed must be
relatively simple so that demands for high skills are minimized not only on th production
process itself but also in matters of organization, raw materials supply, financing
marketing and so forth.
4. The production should be mainly from local
materials and mainly for local use.
